Add this to your CSS, and edit it to suit your board's styling and application requirements.

content: 'Please tell us why you would like to join this message board. When we review your application, you will receive an email with further instructions.';

The last part of this message is assuming you filled in the (OPTIONAL) application granted and application denied messages. When you fill in these fields on the advanced security settings page, one of these messages will be emailed to the applicant when you approve or deny them.
If you have an application-based forum within your message board, you can target that forum specifically by adding #ak_forum_1 before the above code, changing the 1 to whatever forum you wish to target. For example, if you only want the message to appear on the application form at byourboard.runboard.com/f1, you would target it like this:
