To style the arrows, add this to your CSS (Layout/colors > Custom CSS):

/* CLICK TO TOP/BOTTOM OF PAGE */

.arrows a:link, .arrows a:visited {
   font: bold 16px verdana;
   text-decoration: none;
}


If you want to make it fancier, you can change that to something like this:

/* CLICK TO TOP/BOTTOM OF PAGE */

.arrows a:link, .arrows a:visited {
   font: bold 16px verdana;
   text-decoration: none;
   display: inline-block;
   width: 1.5em;
   text-align: center;
   border: 1px solid #cccccc;
   background: #ffffff;
}

/* CLICK TO TOP/BOTTOM HOVER EFFECT */

.arrows a:hover {
   background: #cccccc;
}


Edit it to look the way you want it. Note on the width: 1em is equal to the width of the capital letter 'M', which differs depending on the font and font-size.

To add the arrows to the left of each post, change post_list_global_user in your Custom Language Set to this:

<span class="arrows"><a href="#">↑</a> <a href="#down">↓</a></span>

The down arrow is going to look for something with the id of "down", so you need to add that to the bottom of your board in your HTML Footer (Layout/colors > HTML Footer):
